Special Update - Navan Road Closure: Third & Final Phase | August 29th, 2025

I’d like to provide you with an important update on the third phase of the Navan Road closure, related to the Groupe Heafey development at the corner of Brian Coburn Boulevard and Navan Road. This is the final phase of their critical underground infrastructure work, and I have been assured that after this stage, the developer’s work on Navan Road will be complete.


The final phase of work on Navan Road will take place from Tuesday, September 2 to Monday, September 29.


I want to be transparent with you, in mid-August, the developer initially requested an additional five-week extension of their current complete closure set-up into the first week of October. Given the constraints on Navan Road, the contractors were requesting that the full closure be maintained. This was completely unacceptable to me. With the beginning of the school year, I said there was no way we could accommodate an extension of the full closure. Working with City staff, I successfully negotiated a plan with the developer that will maintain two-way traffic during the day by opening a temporary lane with flagging operations. We were able to facilitate the temporary removal of two light poles to give contractors enough space to build a lane to maintain traffic while allowing the safety and security of workers.


It's important to note that the third and final phase of this construction will have two different traffic management set-ups. One “day operation” and one “night operation.” The “night operation” set up also serves as the set up on weekends.

Day Operation Set-Up (two-way traffic maintained with flagging):


  • Weekdays from 6 am to 6:30 pm

  • Flagging in both directions will take place on Navan Road between Falsetto and Pagé.

  • Eastbound travel down Navan Road will be unimpeded from the Brian Coburn roundabout until you reach the flagging set-up at Falsetto.

  • Access to the entrance at Falsetto/Navan will be closed.

  • You will be able to use the right-turn lane on Pagé at the turning triangle.

Night/Weekend Operation Set-Up (partial closure):

  • Weeknights from 6:30 pm to 6 am & on weekends

  • Eastbound Navan Road will be fully closed from the Brian Coburn roundabout to Pagé. Detours will be in place.

  • Westbound Navan Road will remain fully open from Pagé to the Brian Coburn roundabout and travel through that section will remain unimpeded.

  • Access to the entrance at Falsetto/Navan will be closed.

  • Flagging operations are during the day operation set-up only, not during the night operation set up.

August 29 – September 2


As we close out phase two of this project, please note that from August 29 until September 2, over the long weekend, phase three will begin under the night set-up configuration explained above. That means eastbound Navan Road will be closed from the Brian Coburn roundabout to Pagé, while westbound traffic through that same section will remain fully open.


I want to be clear that this compromise was hard-fought. While I fully appreciate that any disruption is not ideal at this time of year, this arrangement ensures traffic will continue flowing through this important corridor during the day when traffic is heaviest. I know families count on this route, and it was unfair to force an unplanned full-closure on our community due to a last-minute request.


That said, I strongly encourage everyone to plan ahead and allow extra travel time while this necessary work is completed.


OC Transpo has been consulted every step of the way, and is relieved that two-way traffic will be maintained, as the alternative would have been very disruptive for key routes. Given the high volume of traffic, please be aware that there may still be moderate delays to affected bus routes. Detour info is already available on their alerts page, and their Mobile Operations team will monitor things closely starting Tuesday. As well, I have directed construction traffic management staff to reach out directly to the Ottawa Student Transportation Authority to ensure they also have the correct information for yellow school buses ahead of Tuesday.
